FM19 doesn't download Shortlists

The game doesn't download any shortlists no matter what i try to do I tried to verify the game, find it anywhere else, downloading it while having steam closed or opened doesn't work, it always says it has downloaded something that is 0bytes big, how am I able to fix it?

I had the same problem until I realised that in the game I was clicking on "import shortlist", whereas you have to click on "Load shortlist" and the shortlist I downloaded were all there. The exact words might change, my game is not in english.

I have tried that as well the thing is that the game doesn't download them at all, I've found people who've had them downloaded in a different location, but it isn't there either.
