How do I get the modding tools/how do I actually mod?

Just wondering if you have to pay to get modding tools or just go into the code for the game in files

download: pack file manager or the assembly kit in your steam tools list (best getting both)

some things have changed since rome2 but most of it is still relevant, watch the vids and if you get stuck just ask.
