I believe so. Read this from @Jatt very carfully. Some will apply, some may not. But the answer to launch mods on your unofficial server configuration should be there. https://www.playatlas.com/index.php?/forums/topic/33915-atlas-devkit-launch/

Just edit your Json using windows code writer & place the mod ids were it says...
