Are Custom Factions possible?

I was thinking of adding my own factions with their own graphics and units as part of a total conversion, is that currently possible? I don't see any faction mods, but I do see mods that change your infantry into Dinosaurs??? Lol! Yeah, Jurassic Gaia as a faction!

You actually can rename and edit an existing one but not (!!!) create a new one.

Then you can change everthing, from sounds to properties

How rude to describe such an amazing mod but not include links to YT vids or the mod source page???
