Problem with Mod

I can't use my mods that I made, I create it is saved but it appears in the form of a padlock with a white background

Hi, im beginner in this game, but this problem looks like you try use you mod in career mode or in scenario with restricted parts, because when i make few blueprints and start one of the scenario in career, my coaster has padlock on white background.
