If you're comfortable with sprite editing and pixel animation, then go to Steam\steamapps\common\Noita\mods folder on your computer and look at the default mod folder called "starting_loadouts"
You should see a folder called "files" -- take a look in there and pick any of the folders inside. In each one there is a png file called "player.png", this is the base spritesheet you'd be editing. If editing all that looks doable, make a copy and get started with your editing.
Then I'd recommend going to modworkshop and downloading a few already made player character mods for reference. Like one of these:

That'll get you started on how to lay out the folder structure and coding needed for your custom player character.
Side note:
At this time, using a custom character will disable high scores for the game. Even though technically you are only altering graphics and not gameplay, all mods right now disable score saving. :)
