Cant change Nation transfer preferences in the Editor.
Some nations cant have one or more of their transfer preferences removed or changed. You can still clear all or add a preference but removing or changing just one or a few of the preferences does not work. So far i have found Belarus, Bulgaria, USA, Belgium, Portugal, Spain and Germany to have this issue.
