New kind of plague: Membrane Plague

The idea behind the membrane plague is land, sea, and air control.
while expensive to develop, the trick here is an flow control virus with it's own nasty tendancies.

You pick, thanks to 3 special abilities, whether land, sea, or air acess is open/closed instead of the officials.

if Open: Cure Research Is MUCH Faster
If Closed: Gains way more points than usual.

But be careful, you will see THREE kinds of vehicles emerge now to combat this dependent on that. those vehicles, if they emerge, not even your powers can stop them.

So the trick to the membrane is to get the essentials, then begin fortifying before the officials begin to do cure research in earnest.

The thing about membrane plagues is that they would always be ranked.
The GASH virus would be a clear example. I'll work on it, thus...
