Question regarding Range Penalty

I reduced the Range of some Abilities from medium to short and wanted to removed both the LoS and Range Penalty to compensate for the Nerf. My problem is, that I cannot find the option that lets me adjust Range Penalties. I did change the Projectile Trajectory to No Range-Penalty, with no effect.

You have to make it a damage effect, instead of a ranged damage effect.

I know that doesn't say much, but if you check Shoot Longbow, you'll get there.
