I did a quick search, I found...
set/ability/veterancy.set
and...
set/breed/special/veterancy_generic.inc
Both of these file will be of interest to you I'm sure. And both are found in the gamelogic.pak
You'll notice the veterancy.set caters for up to 8 levels of vertrancy, but the veterancy_generic.inc only allows for 5. There may be more going on there, not sure.

An example of where to find them in the "gamelogic.pak", as follows...
set/breed/mp/ger
and I test it, you can continue the format and go to veterancy 8.
It stands to reason that you could also edit the veterancy.set beyounfd level 8 if maintain consistency with the format.
