Quick mod guide for simple skin/recolor purposes?

Hi there,
I love the game, but not a modder.
I want to make a simple texture re-color mod for the game.

Just looking for
1. What tools/software needed.
2. How to extra game files to edit them.
3. How to package a mod and publish it onto the Steam Workshop.

as for a texture/recolor, via steam there is no simple way (there is one that requires extensive coding knowledge), but me and CaptainCrumpet have written an (outdated now) guide on how modding used to work, which is very easy to use for this purpose
