How can I upload hats to the steam work shop?

I've been making some hats for the game but I really don't know how to upload them to the steam workshop, does anyone know how I could upload them?

I followed the instructions on this website [penguinscode.github.io]

I really only needed steps 2, 4, 6, and 7.

If you already have the PNG's then you can go here [penguinscode.github.io]

Once you finish uploading your mod, make sure you've made it public by going to your workshop item and changing the visibility. Good luck!
