I suggest changing the Feudal Age or Castle Age to de facto Dark Ages. Turn off certain parts of the tech tree so that the Castle Age is less advanced relative to the normal game mode.
For example, you can turn off the ability to construct castles, paladins, etc. and your scenario will remain in "Dark Ages" indefinitely. This is basically how the William Wallace campaign (i.e., tutorial PvE scenarios) was designed imho.
