Is it possible to simply flag the Village and Ruins tiles to count as if they were District tiles for the purposes of District Leveling? I often become frustrated attempting to spread my Districts across a Region, only to discover that I have to create weird detours around these objects.

I found this mod, but that doesn't seem to be what I'm looking for:
