Request: TF2 Weapon Skins

When you pre-ordered SRIV on steam, you were given skins for the rocket launcher and flamethrower. With no other way to access them, is it possible to mod them back in for those who missed them? Or would this go against the TOS?

Probably our best chances are if someone is willing to attempt making an addon for them. there would be the risk of it being removed, but it's always worth a shot.
