If that doesn't help, at the very least I can think of a band-aid fix, though I am unsure if it will play out in reality as it does in my head. You could unsubscribe from all workshop mods that are not the Framework, so that the Framework by default would have to be at the top. Theoretically, any mod you subscribe to afterwards should be placed beneath the Framework mod. Keep in mind even if this does work it's just a temporary workaround and you'll likely run into this problem again should you ever need to reorder the list again.
