It's impossible to make it as a mod. We thought about adding such a possibility at some point. But currently, it's really far on our priorities list.

Honestly, if this ever gets added I would prefer if it was an option before starting the campaign.That's not how football works and I like to immerse in the game. This would surely break all immersion.

Well, until there a bunch of other turn-based tactics games about sports out there (allowing someone interested in the general concept of turn-based sports games to select a game about the sport of their choice), y'all might have to just accept that some of the people playing this game don't care about football/soccer specifically. Would you like this game to appeal to more people, or less?

(That being said, I would be perfectly fine with having this as one of the pre-campaign cheat options.)

I can see why you might like it and I can understand if they make it available. Just saying I would prefer if this was a pre-campaign options thing instead of just how the game always works and you said you would be fine with this... so I think this is win-win situation here.
