Workshop mods don't do anything?
Googling doesn't turn up any up to date info. How do mods actually work? What do you have to do to enable them? Can they be enabled client side or only through servers? Does the server need to be a dedicated server or does hosting a server count?

First subscribe to the corresponding Workshop item, this will download the necessary files to Steam/steamapps/workshop/content/224260.

Start the game, or restart it if you already had it open. Click on the ADD-ONS button on the main menu and look for the mods that you added. If they are active, they will show a small box with a tick icon, which means that it's enabled. You can disable each one by removing the tick.

If this doesn't work you could try to manually turn it on by placing the .vpk file into Steam/steamapps/common/nmrih/nmrih/custom (if there is no custom folder, make one). This works for .vpk mods. I'm not familiar with other types. Please reply back if this works for you or not.

I've managed to enable them by manually copying the files over. I don't understand why the workshop downloads don't work but the manually copied ones do. Both of them show up in the Add-Ons menu, but the workshop ones don't do anything when enabled.

Yeah, but where are those .vpk files located? The closest I've seen was a text document titled "addons" that included the addons the game was supposed to be running.

Oh, ok. They are located at: C:\Program Files (x86)\Steam\steamapps\workshop\content\224260

That's the directory for all the Workshop mods that you downloaded by clicking on the "Subscribe" button.

The "addons" folder is for SourceMod, the base system for plugins used in dedicated servers.

Subscribed add-ons from Workshop should be mounted on game init, if not there's a problem.

Manually copying .vpk files into custom folder will use the same system as Workshop add-ons, I would advice against it to prevent conflicts.

Restarting Steam usually fixes most of the Workshop issues, sometimes the download may not finish in time, or it pauses.

If the problem persists, try resetting config by going into Advanced menu (in the add-on manager), choose "Reset all add-on settings...", then restart the game.

Tip: There's a shortcut for finding the data files, in the add-on manager, hold SHIFT key, right click an item, and select "Open Data Folder...", you'll be beamed into the directory in OS.

I tried all of that and it hadn't worked, and I know what you mean by the possibility of conflicts. I won't know which ones are the conflicting add-ons, since they're all labeled with numbers and have no titles whatsoever.

Thanks for the developer response. I'm not 100% on the hows, but I've since managed to get workshop mods to work. In general I find that any workshop add-on changes don't take effect until a restart. So if a mod didn't work I could just turn the game off and on again and it'll take effect.

What's your OS? This could be a bug in the game.

Correct, due to technical limitations the game has to be restarted for any changes to take effect.
