That likely requires a gameplay overhaul that's bigger and more cost-intensive than any of the long war mods.
Of course Alien Hunters DLC has proven that it's entirely possible to port the Chimera Turn system into XCOM2, because the Alien Bosses take a turn after every player action... so I would think the quickest way to port Chimera Squad's system(without the refined UI polish) is to modify the coding of the Alien Hunters Bosses to apply for every known character on screen at any given time.
I am on the other side. I do not like it.
Too many time I have come to be screw over by the system. I had a codex use the weapon disable move and I could not move my characters before the damage part of the move happen. The same for other things.
Secondly too many time I want to move a different character and I was force to move a character that is not that good.
Other than a cheese it does not change up the gameplay in a meaningful way.
What i missed most in this game is the customization part and perma death.
Edit: Wave COM was another mod. Here is the (severly outdated) mod in question: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=685702241&searchtext=turn
