Unless there's something I've been missing through the whole playthrough, only the person assigned to the second breach slot can use a breach bomb item. So if i assign someone with a flash bomb to the 3rd breach slot on a breach point, I won't be able to use that flash bomb unless i change the breach order and put them on the second slot.

Does anyone know if there's a way to mod beach items and breach abilities being usable regardless of the breach slot an agent is assigned to?
