Report a translation problem
the software you need all rely on what you want to mod. Some mods don't require any software at all to make.
For editing 3D models, you need something like C4D, or blender. If you use blender you have to export a fbx model through C4D in order for it to work ingame.
For editing the textures, you can use paint, photoshop, whatever you like!
Unity is not needed to create mods.
