Quick question, do you have this mod installed by any chance?

I also get this issue as well, and it's that Musashi's mod modifies the deadeye perk. Also, so does the mod above! They both modify the same perk. With Advent Avenger's mod, the deadeye now inflicts statuses, including bleeding and disorientation, that is inflicted on the target.
Musashi's mod has another ability called Bull's Eyes which supposingly replaces the original ability of Dead Eye because it's now a passive in his mod. ADVENT Avenger's is modifying the same Dead Eye perk to inflict negative alignments.
Musashi's, however, makes the perk a passive (bonus aim/crit conditionally IIRC). Therefore, causing the units who possess the deadeye perk to, although have the active ability (from ADVENT Avenger's mod), start with those impairments!
I'll go ahead and inform both ADVENT Avenger and Musashi of this thread to see if they like to do some workarounds with the conflicted perk. (Maybe, for example, make a new perk that doesn't conflict with each other's templates)
In the meantime, avoid picking the dead eye perk. It will, sadly, affect Reapers from the Resistance Incursion mod, though I haven't seen inside yet if that perk can be temporarily removed from the Reapers. Alternatively, you could uninstall one or the other until a fix comes around.

Checked through my mods and found only one for Reapers: [WOTC] Reaper Reworked
Read though it and found the problem and a fix for it.
If you're using Musashi's RPG Overhaul, comment out or delete the line "+BLOOD_TRAIL_ABILITIES=Deadeye" in XComReaperReworked.ini.
This prevents soldier bleeding from occurring as a result of Deadeye being a passive ability.
It was working fine till I added Ability Tweaks which lead me here after mentioning it on the mod page.
