Some conclusions:
- Low/Medium/High versions of Ammo and Fuel provide +5, +10 and +16 of each resource respectively
- All types of resource points - Ammo, Fuel, Manpower - provide +3 Manpower, irrespective of strength.
- Low/medium/high versions of Manpower points all provide exactly the same yield, so they are all the same.
- All Manpower resource points, as well as Low Ammo and Fuel points provide +3 Population Cap. Medium Ammo and Fuel points (but not medium Manpower points) provide +5 Population Cap, while High Ammo and Fuel points (but not high Manpower points) provide +7 Population Cap
So all Manpower points - low/medium/high - provide the same bonuses. Maybe the original intention was to have different strength Manpower points, like with Fuel and Ammo, which is why they are in the World Builder, but the developers eventually decided to only make Ammo and Fuel points have different strengths.

I usually place low points close to the players and medium points towards the middle of the map. I rarely use high, but when i do they r usually at a pivotal point in the map.
I usually place slightly more munition than fuel or exactly the same, depending on the map.
