Because it's broken. At least it's not working for me at all. Also have reports from other people that the mod isn't working.

well I want to get weapon and armor skin. but like 12 dollars for a chance to get the skin I want no thank you

Buy the skin directly if possible, it's often way cheaper and you actually get what you pay for.

There's a crash you can get into where just starting the game will crash.
And no workshop creators want to give away their files when it could end up ingame with a reward.
