Hi. Shift and F12 will take you to edit mode. Go to render atmosphere, and hold alt key down to move slider to adjust the time of day you want. Then click the arrow bow to turn cycles off.

Ok, after saying that, I can't find what you mean to disable the cycles. There's nothing that appears to be what you describe.

Putting the sun at 90 degrees when you're setting up a new world keeps the sun up all the time but I don't know if you can change that after you create the game.
