You'll find tracks that others have created/modified are automatically downloaded when you try to join their lobby, provided said lobby isn't private.
It's anyone's guess as to how much content is really out there because of all the privately modded content that people keep to themselves for their own use/amusement.
Would backing up my workshop content folders be sufficient to save any content I have for future use in case I ever have to reinstall the game? Because I was also wondering how I would go about installing content that is available from other places that aren't on Steam, if I were to find any since you make a point about them not all being in the workshop.
The Packages folder is nothing more than a storage folder.
Workshop mods are downloaded into their own folder found:
\Steam\steamapps\workshop\content\365960
365960 is rF2 Steam ID number.
Each Workshop mod has it's own ID number which is the numbers at the end of it's url. steamcommunitycom/sharedfiles/filedetails/?id=1885152462
Turn on Display url in Steam settings if it isn't displayed.
Workshop mods are, again rfcmp files and if you want you can archive them elsewhere but do not remove them or they will be downloaded again if you haven't unsubscribed.
You can infact Subscribe to a mod, once downloaded find it's folder in 365960 folder.
Copy the rfcmp file somewhere then unsubscribe it from the Workshop. Then install that rfcmp as a Non Workshop mod.
Only problem then is it won't be automatically updated from the Workshop if the mod is updated.

Do not opt into the new UI beta as it's inbuilt content manager (besides other things) is not fully functional.
If you have no Packages folder you can just make a new folder and name it Packages.
