You can use the UME application to make a custom mod, which makes it easy to add topics and other things. It is very outdated, at the very hard to get the mod onto the workshop because of that.

This should help. Almost all mods on the workshop are built from the software, and there are multiple guides on how to use it. I tried my hand at it but didn't really get that far.
