Underground Multi level Park

Has anyone tried to make a Park with a Park underneath it and connect the two levels by monorail. I have found out if you dig the foundations all the way down and then use the surface level terrain on the top surface level. This will only create a top level of the size of brush and so keep underneath the surface completely empty to build in. Think you will need a lot of lights for underneath though.

you could even hollow it out to foundations to build a park in the open for ease and then put the surface on and build the top park. I think in order to get a thick foundation for the top level for caves and tunnels you might need to do the surface terrain in two stages to get the thickness.
