Actually u can youtubers do it all the time to make cars appear in places u normally wouldnt find them such as finding a car in the junkyard that wasnt made to appear in the junkyard if that helps ur mind :)

Except, they're NOT editing the *.cms file. They're actually editing the config file which is a text based file. The car's .cms file is a compiled one using programming tools. You can't simply 'open' it and modify it. If you want to reverse engineer a .cms file, you'll need to look through tutorials on modding and get the appropriate programs to do it. Even then, not sure if you can actually 'reverse engineer' a *.cms file or not.
