Can you install the "Rome at War" Mod on Steam's AOK HD version?
"Rome at War" is a neat Roman-style Mod made by Wildfire Studios in 2002 for the regular AOK (The Conquerors 1.0c). It has its own website (http://www.wildfiregames.com/raw) and is also on AOK Heaven (http://aok.heavengames.com/blacksmith/showfile.php?fileid=5103). I want to use it because there are alot of attractive scenarios made for that Mod.
The Installation Instructions say to use "Mod Pack Studio Lite 2.0", and I don't know if that will work on the Steam version, which has game files in different directories (eg. the Steam folder).

Someone claimed on Reddit last year that it doesn't work on 64 Bit Windows, which computers today like mine commonly use. ("https://www.reddit.com/r/aoe2/comments/b7h194/any_good_mods_that_just_add_a_civilization_andor")
In the Comments section, Vardamir replied: "You can install an akx file like Rome at War with 7zip and some modding knowledge or this tool: http://aok.heavengames.com/blacksmith/showfile.php?fileid=12543"
Vardamir was referring to his tool called Genie Converter that installs "AKX" files, but I don't know if this will work with the AOK HD version.

The Forum thread notes that it is easy to use Mods now with Steam. Steam has its own Mod Program called the "Workshop". I am not sure if this means that Mods have to be in the online Steam Workshop database to install them successfully.

Wow, I actually got the RAW Mod to work on Steam by uninstalling AOK HD, deleting the entire Age2HD folder on my computer's steam directory, and then reinstalling AOK with NO DLCs checkmarked in the Properties menu in the Steam Library for AOK HD.

Then, I posted a whole, finished, 13 MB RAW Mod file that the Genie Converter's Designer sent me and I just pasted that in my Mod folder in my Age2HD Folder. So now it works like the normal Mods that I have in my AOE2 Directory. I can just enable or disable it to make it work, so long as I do not have the DLCs checkmarked in my Properties Menu in Steam.

I would like to submit this to the Blacksmith on Heaven Games or even to the Steam Database Workshop for Mods... But I am not the owner of the Mod... Do I have permission to do that?
