If you need CEP1, which is bundled in the Steam Workshop Item, it's here:

Both Vault downloads come with some documentation (a concept that simply doesn't exist in Steam Workshop) including the latest 2.65 load order which is in the 2.65 folder (ignore earlier versions).

Anyone who is serious about building in the toolset is well advised to download their custom content from the Vault and install it in Documents.
Steam Workshop isn't really a tool for builders. Of course, it's a good place to publish finished works, for the convenience of Steam players, though even in that respect the Vault reaches a wider audience (which is why I do both).
