Still works for me. Try making a desktop shortcut through the addon menu, and edit it to change the filename from steamtourscfg.exe to steamtours.exe, and add the -tools parameter.

It should look something like this:
C:\Steam\SteamApps\common\SteamVR\tools\steamvr_environments\game\bin\win64\steamtours.exe -addon my_addon -tools
