"The Land of Nothing" - A Mod With No Policies
Hello!

I don't know how to mod this game, but i'm wondering how hard it would be to make a country where there are no policies to start out with

some policies are uncancellable, because you *have* to have some sort oif position on some issues, but you can remove all the others :D
