Where to upload a freaking workshop file????

I'd like to upload a steamvr background but no where on the interface is there an option to create/upload a file...

In the SteamVR status window, use the 🍔 menu.

Workshop > Upload New Background

That should be it really.

You will want the "Upload New Background" option as stated above.
