yah i looked on the roadmap wiki and it said they did that https://avorion.gamepedia.com/Roadmap

Ships need to be downloaded as faction packs to have a chance of being encountered in the game. There are a few designs that appear extremely rarely made by Avorion kickstarter backers, but I have never seen one during my over 550 hours of Avorion.

Their is a mod that give you a selection of community ships and stations that are added to the game, but I don't remember the name, I know I use it and I noted some of the ships I seen on the workshop being used by NPCs, but its a specific list, not stuff from your own workshop list.
