Not all workshop items in game

When i looked for workshop items and added them, they were not all in my game. Can any one explain me how this is possible and how to fix it?

If you subscribe to an item that uses DLC that you do not have or if you have not completed career mode some items may not show up. Also there seems to be a limit to how many workshop items you may have.

Are you in Sandbox or Career mode?
