Umm that's the game's launcher (unless you are actually accidentally starting the workshop publishing tool but that's a separate download so it couldn't possibly open up if you've downloaded just the game and even then it's in a separate location in the library). Just click the Play button on it. Or choose the "no launcher" option to get straight into the game.
