How do I get workshop mods to take effect?

I have downloaded the garage mods that change the pictures around the shop.... but I cant see them in the workshop editor in game.

Is there something I have to do with the files to make them work?

You need the ladder in your garage addons available through the toolbox. After buying this for 1000 credits you can change the visual appearance of your workplace including the signs and pictures in your garage.
