screen blinking + Horse glitching up and down

Tested a new save file and during the carriage ride my camera is spazzing out hard.
What is likely responsible for this?

oh I may need to limit monitor to 60hz for this game

Monitor, or FPS.

You can uses tools like NVIDIA Inspector or ENB (no preset is needed) to cap the FPS to 60. Havok physics and Papyrus VM performance will get hit at FPS above 60,
