Catering Depot Not working

I have a profitable mid-sized airport...tried to add catering depot. Connected to service roads. Hired a bunch of catering trucks and turned catering on...depot wouldn't make any meals...I did sign a contract...days went by of nothing and started losing money...so I dumped it for time being. Suggestions on something i might have missed?

The catering needs connection to both road systems. The one side needs to be connected to the normal road, the other side to a service road. Over the normal road trucks will deliver food from the outer world, which is processed and then delivered from the service trucks over the service roads to the aircrafts.
