Depends on the mod and who all has it installed. Stuff like weapon velocity, you want everyone to have it otherwise clients will all get weird desync issues. UI is usually fine for anyone to have/not have. Some stuff does work its way down from host to clients (like some tweaks to mission tonnage or unit distributions, since it's all generated on the host machine)

Some of those even work with xbox clients, that don't even have mod support.
