CTA Editor - how to change the menu of unit actions?

Eng:
I did not find on the Internet information how in the editor you can change the units of the action menu...
I'm annoyed by vanilla's approach with its illogic of actions for some units. I want to change this myself, but I don't know how to call menu options in the editor. Or does the game client come with a reduced version of the editor?
I ask for help from experienced modders.

What do you want to change? I understand that you are looking at unit action menu. However, editor is only for creation of missions. To change game menus, icons, even unit behaviors you need to un-zip game files and change things there

I want to change the fortification, but not just the engineers. Thanks for the tip. That is, unpack the .pak files from the ./resource folder and then change the necessary ones in the text editor, adding them to my mod?

Yes. It might be a bit challenging to find all necessary files.

Take a look at mod here where I have different fortifications available so you can use it as example : https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1971725487

I'm just learning your mod as a tutorial, the job is done very well. But for me, given the other mods I use, it is useless, on the turrets of my units are killed in half a minute. A little tip to improve your mod, try to redo your turrets, taking as a basis from the machines of the GRM with a protective shield (if possible...). It would also not be bad to change the 3-turret outpost, replacing 1 machine gun with SPG-9 or other anti-tank weapons.
