How do you make a new faction mod?
I don't mean editing the text files, there are tutorials on YouTube all over the place for that. What
I can't find is a way to edit all the other stuff, buildings, units, resources, etc, Is it possible to edit the map ground/water colors/textures? I'm guessing there is no dev kit?

I don't think that there is a dev kit. Only a bare bones script maker
