Are there any mod that gives you a chassisand lets you build a custom car or something like that?

Nope. For that....you'll need to learn to mod. You can use Blender for custom car creations. Look for guides on modding. Aside from that....you can alter cars in 'Car Editor' but, that's not quite what yer looking for.
