Yes, you can either use the beta version of the game and load mods using in game interface, or modify the train file to include mod detail as mentioned in other threads on the forum

It's currently not possible to download rail networks on the workshop but you can enter a multiplayer game and create a local save of the network there. This will be playable in singleplayer then. You can share your networks with other people this way
