editing it would still only work for your copy though.
I used a custom mod to replace one of the faces and then edited my save file to use "Fig179008" as the head.
However i had to remove the "♥♥♥" (name in the game) ID of that prisoner or it would reload the data from "name in the game" and overwrite everything it seem.
So bottom line, i managed to somewhat get it to work, but it would work a lot better if i could add my custom entries to that .bin file.
As for encrypted, i don't know, it is definitely some binary format but I'm not sure why they would encrypt something like that.
But it does confirm to me that the feature is broken as the mugshots do not correspond to the loaded sprites.
It might be something related to sprite indexes, i'm not sure.
Sounds to me like you are trying to play another game, maybe that is your "problem".
