Mod updates not getting sanctions?

Did they stop doing sanctioned mods and re-allowing updated versions? Seems some of the mods I used to use are broke or buggy, is that fully on the mod devs or is it the game devs fault?

No, it continues - but unfortunately very sparingly.
Unfortunately, this changes with every major update, so that the desired mods are never permanently available.

The VMF was updated and adapted to the character DLC - this was followed by the mods that were also adapted to it.
Try to install the new VMF first (unsubscribe - resubscribe); do the same with the other mods; or at least see when they are intended for which version.
