Usually if you just click the install, and restart the game, they will appear. They may not appear immediately because they won't replace the original calls. Also, I believe in story mode they flat don't appear outside of using the console.

Is there a specific mode to play in that makes them more likely to randomly appear then?

Custom mode, I believe it's called, where you pick your own city, whether its Hamburg or New York, and all calls installed play.
