I am having a similar problem however, strange icons are showing up where they shouldn't be. For example, for a skin in SkinBox for item pants - there is an icon for a hoodie or gloves or boots and not necessarily the correct skin's icon either. Is there any hope of this getting fixed. The author of SkinBox is no help because he states loading of skins and icons is a Steam Workshop issue, not an issue with the plugin. Also, the loading time of the skin icons is horribly slow since the HDRP update on May 6th.

This is an old post, but here's the answer: "From the Library section, right-click on the game and select "Properties" from the menu. Select the "Local Files" tab and click the "Verify integrity of game cache..." button. Steam will verify the game's files - this process may take several minutes."
Hopefully this will help someone who is having a similar issue.
