To make this mod.
Create a mod. Open content editor.
Steam\steamapps\common\AoW3\Content\Title\Libraries\Interface
Find "banners.clb" copy this into your mod folder and rename it to Colourblind.clb and open it.
You might have to add "banners.clb" as a dependancy so it can use the resources right.
Go to texture and find "healthbar.dds" Change display mode to fullscreen press f12 or printscreen. Open paint.net and change the colour so it fits your eyes. Save in dds and resize to 64 x 16 px. Import this into you content editor clb and save.
Open mod editor:
Open an resource called Title folder find the RPK named "Title.rpk". Then find in the "settings" and press modify "AoW Global Visualization Settings. Healthbars are controlled here I think...
In the beginning Banner Visualization a drop down menu.
There it says BANNERS - BannerPole_Tier1 and another 21 with similiar.
In the Library: BANNERS find your "COLOURBLIND.CLB" and the corresponding resources "BannerPole_Tier1" that is your clb.
Then do the exact same for the rest until everything is replaced by your mod resources aka clb.
The values "TacticalScaleMin" I'm unsure what it does. If your edit those try add small values from 1 to 1.1 and 2 to 2.1 to not overextend. It could in theory increase size.
The main thing is to replace black and red texture with a new one that you are able to distinguish.
I could fipple with a mod. But it takes time as Im busy.

Would you say that changing the color of the campaign map health bars have a similar procedure? I'll have to look into it anyway.
Once everything is linked properly it would update in game.
Campaign health bars? Would that be in unit panel? When you open a unit to read abilities and so on?
Those health bars/banners is what I found connected with tactical battle and strategic map layer.
However this method I suggested here only changed the tactical battle in combat healthbars. It may improve stuff for you at the moment.
I think it's a different solution for world view map in the unit panel.

By campaign health bar I mean when at the overworld map, the little health bars under each unit when you have an army selected. Those are the hardest to see, I usually have to hover the mouse pointer over each unit before moving an army to make sure they are at full health or not.

I will look around and continue to search. But it won't be fast as there is clb and rpk on many places
There must be another layer of things that are not able to be reached with the editing tools.
For instance in:
AoW3\Content\Title\Interface
there is a file named SHARED_HORIZONTALUNITHEALTHBAR.swf.
These files also contain images that make up the menu buttons and such.
I wasn't able to locate any image there that suggested easy editing that would influence the health bar colour.

The strategic layer in overworld I'm not so sure about. It's a flash shockwave file and since flash player has ended support its very tricky to do something.
